Thats what I was wondering!

"This question dogged him as he got to work.--he couldn't figure out which came first, the stamp or the festival."

I was wondering too. Did these people put this event together to commemorate the stamp or for the festival itself? I still am puzzled by people in this book trying to figure out the legend and whether John Henry was real. Can't scholars just appreciate the moral of the story and move on?
